Dalian's "15th Five-Year" Plan Targets 500-Billion Green Petchem Cluster – What's the Neighborhood Instrument Maker Doing?
On June 29, 2026, Dalian municipal government unveiled its "15th Five-Year" plan: build a 500-billion-yuan green petrochemical cluster, with petchem industrial added value already +8.9% YoY in 2025, accounting for nearly 40% of the city's industrial output. Same week, Shanghai-Jilin-Liaoning announced a "green fuel transport corridor": green methanol from Taonan, Jilin → overland to Dalian Port → coastal shipping to Shanghai Port for bunkering — Dalian Port is the transshipment hub of this "north methanol, south bunkering" national channel.
For Dalian Analytical Instrument Factory (DFY), both stories hit home. "Cut crude, grow chemicals" is Dalian's next five-year keyword — moving from crude processing to high-end fine chemicals. Zhongcui, Zhongke Catalysis, Baiao Chemical are already running at full load.
